The non-inverting terminal is grounded. The feedback path from the output $V_O$ to the inverting terminal contains a $1\text{ k}\Omega$ resistor in parallel with a diode-Zener network. The network consists of two branches: one with a Zener diode $D_Z$ in series with diode $D_1$, and another with diode $D_2$. The op-amp is powered by $\pm 15$ V supplies.
